유엔글로벌콤팩트(UNGC) 한국협회와 반부패 청렴을 주도하고 있는 세계적인 기구인 윤리 준법경영인학회 (ECOA)는 이번11월 12일~13일, 양일간 서울 쉐라톤 워커힐 컨벤션에서 ‘아시아에서 기업의 도전: 위기 관리와 지속 가능미래 구축(Corporate Challenges in Asia: Managing Risks While Building a Sustainable Future)’이라는 주제하에 Global CSR Conference(GCC) 2013를 공동 개최하였습니다.
이번 회의의 토의내용을 바탕으로 기업의 사회적 책임의 행동지향적 실천 계획을 포함한 ‘UNGC –ECOA 글로벌 CSR 컨퍼런스 2013 서울 선언’이 채택되었습니다. 이 서울 선언문은 CSR 관련 기업문화, 여성의 경제적 역량강화, 청소년의 교육 인식 제고, 기업의 투명성을 강조하였으며, 우리 협회는 내년 이 이슈들과 이번 회의 시 논의 되었던 글로벌트렌드를 중심으로 CSR을 추진해 나갈 예정입니다.

Seoul Declaration
From dangerous gaps in wealth and pervasive bribery and corruption, today we face multiple, critical global challenges that represent serious risks. No one country, company, or individual can redress these risks alone. Reducing and otherwise mitigating them requires collective action and partnerships among government, business, and the NGO community.
The Global CSR Conference 2013, held in Seoul, the Republic of Korea, serves as a comprehensive platform to discuss ways in which businesses can contribute to addressing global challenges through the Corporate Social Responsibility (CSR). With its theme “Corporate Challenges in Asia: Managing Risks while Building a Sustainable Future,” the conference has assembled the world’s foremost CSR experts and thinkers as well as government leaders.
A sustainable future requires more than simple philanthropy. It represents multiple social responsibilities that must be social, environmental, and ethical terms. Through collaboration with the Ethics & Compliance Officer Association (ECOA), ideals of corporate ethics and compliance have been synchronized with the universally accepted UN Global Compact’s Ten Principles in the areas of human rights, labour, the environment, anti-corruption. This new paradigm allows for an enhanced and more-robust definition of CSR, which we seek to disseminate on a global scale to change corporate cultures around the world and ultimately achieve vital sustainable development goals.
We, the participants of the Global CSR Conference 2013, fully acknowledge the importance of embedding Environment, Society, and Governance (E.S.G) into core corporate value and business strategy, operations, and culture. In doing so, we call on active engagement from the private sector for the UN Millennium Development Goals and the Post-2015 Development Agenda led by UN Secretary-General Ban Ki-moon, specifically including active support for eradicating extreme poverty, universal education, and ensuring environmental sustainability. Businesses and other stakeholders are encouraged to collaborate in order to make tangible strides in their respective fields of work. We welcome the Post-2015 Business Architecture, which elaborates methods to scale up collaborative opportunities.
Furthermore, we acknowledge the increased importance of extended collaboration between public and private entities. We stressthe imperative role of government as community partnerships to spread the ideals of corporate sustainability globally.
In this regard, we, the participants, urgently call on your action. Our actions and inactions, decisions and omissions, have an impact on society. We must work together for the sake of future generations, and together, make a difference. Therefore, we recognize:
In closing, we, the participants of the Global CSR Conference 2013, believe that the world is moving towards a sustainable society with long-term vision and goals. We dedicate ourselves to action and reiterate our commitments to promoting cooperation,collective action, partnerships, and the sharing of best practices. It must begin today, with us.

오늘날 우리는 극심한 빈부격차와 사회에 만연한 부패로 인해 심각한 위기를 초래하는, 다양하고 중대한 세계적인 도전에 직면해있습니다. 그리고 이 도전은 하나의 국가, 기업, 개인으로서는 해결하기 어려운 문제입니다. 이러한 어려움을 해소하기 위해서는 정부, 기업, 그리고 NGO 및 지역사회 간 파트너십과 공동의 대응이 필요합니다.
서울에서 열리는 Global CSR Conference 2013은 오늘날 우리가 직면한 글로벌 위기를 돌파하기 위해 CSR을 통해 기업이 기여할 수 있는 방법을 토론하기 위한 포괄적인 대화의 장입니다. 이번 회의는 “아시아 내 기업이 직면한 과제: 위기관리 및 지속가능한 미래 구축”이라는 주제로, 전세계의 가장 저명한CSR 전문가들과 학자들, 그리고 정부 관계자들이 모였습니다.
지속가능한 미래 구축을 위해서는 단순한 자선활동 이상의 행동이 필요합니다. 이는 기업이 사회적, 환경적, 윤리적 관점에서 다양한 사회적 책임을 지는 것을 의미합니다. 이번 회의에서는 윤리∙준법경영인학회(ECOA)와의 협력을 통해, 기업 윤리 및 준법 감시의 가치와, 보편적으로 받아들여진 유엔글로벌콤팩트의10대 원칙(인권, 노동, 환경, 반부패)이 어우러져 그 중요성이 강조되고 있습니다. 이와 같은 새로운 패러다임은 CSR의 의미를 더욱 강화시킬 것입니다. 우리는 이를 국제적으로 전파하여 기업 문화를 바꾸고, 궁극적으로는 지속가능한 개발목표를 성취하고자 합니다.
우리 Global CSR Conference 2013 참가자들은 환경, 사회, 지배구조를 기업의 핵심 가치 및 전략, 운영과 문화에 통합하는 것의 중요성을 충분히 인식하고 있습니다. 따라서 우리는 절대빈곤 퇴치와 보편적 교육의 달성, 그리고 환경의 지속가능성에 대한 적극적인 지지를 표명하고, 반기문 유엔 사무총장이 주도하고 있는 유엔 새천년개발목표와 2015년 이후 개발과제에 대한 민간부문의 적극적 참여를 요청합니다. 기업과 이해관계자들에게는 그들의 분야에서 가시적인 진전을 이루기 위한 협력을 권장합니다. 이에 우리는 기업의 협력기회를 확대하는 방안을 다루고 있는 “2015년 이후 기업의 참여 계획 (Post-2015 Business Architecture)”을 환영합니다.
더 나아가서 우리는 증대되는 공공부문과 민간부문 사이의 포괄적인 협력의 중요성을 인식하고, 기업 지속가능성의 가치를 국제적으로 확산하는데 있어 정부의 중추적인 역할을 강조합니다.
우리 참가자들은 당신의 적극적인 행동을 요청합니다. 우리의 행동과 무행동, 결정과 태만은 사회에 영향을 미칩니다. 우리는 미래 세대를 위해 함께 힘을 합쳐 변화를 가져와야 합니다. 그러기에 우리는:
1. 모든 조직 내에서 지속가능성, 기업 지배구조, 청렴 문화에 대한 모범사례를 발전시키기 위해 국경과 산업을 초월한 협력의 필요성 및 지속적이고 필수적인 공동 대응과 파트너십의 중요성을 인식합니다.
2. 소셜미디어, 모바일 기술, 빅데이터의 확산을 통해 세계가 보다 완전히 투명해질 수 있는 방안을 인지합니다. 과거에는 조용히 지나가던 일들이 오늘날에는 전세계에 빠른 속도로 퍼지면서 변화를 요구하게 됩니다. 우리는 조직 내 윤리적인 행동을 촉진하기 위한 방안을 포함하여 빅데이터의 책임 있는 사용에 대한 컨센서스를 요청합니다.
3. 자본주의는급격한변화의시점을맞이하고있습니다. 기업에게 청렴 문화를 구축하며, 모든이해관계자들을 동등하게 대우할 책임을 수용하도록 요구하는 새로운 기준이 제시되고 있습니다. 기업문화는회사의 의사결정뿐만아니라, 기업의 지속가능성에 대한이해와 이에수반되는책임에도직접적인영향을미칩니다. 따라서기업문화에대한 깊은 이해는유엔글로벌콤팩트의가치와 원칙을 성공적으로 이행하는데있어필수적입니다. 이와관련해우리는윤리적인기업문화에 대한 모범 사례를 찾는 것을 제안합니다.
4. 신뢰는 모든 조직이 직면하는 이슈입니다. 많은정부및기업 지도층은 그들의 행동이 이기적이고 냉소적이라는 시선으로 인해 존경을 받지 못합니다. 모든 정부 및 기업 지도층은 투명성을제고하고 그것이 외부지향적이며, 이해관계자들의수요를충족시켜야합니다.
5. 민간부문은여성의경제적 역량 강화에중요한역할을수행합니다. 우리는,유엔글로벌콤팩트와 협력하여기업의지속가능성향상 및 보다 포용적인 경제건설에 있어 여성이 주도적인 역할을 하도록 장려합니다. 이러한 의미 있는 경험및지식의공유는 여성의경제적기회를 제고하고 리더십함양을 도울것입니다. 우리는기업들에게직장, 시장 및 지역사회에서양성평등을 진전시키기 위한 그들의 노력을공개적으로 보여주기 위해 “여성 경쟁력강화 원칙(Women’s Empowerment Principles)”을 수용할것을요청합니다.
6. 교육은 2000년부터 유엔의최우선의제 중 하나입니다.이에우리는유엔글로벌콤팩트의가치와기업의지속가능성을전세계청소년들에게 전파하는것에대한중요성을재차확인하고자합니다. 오늘날청소년들은 지속가능성, 부정행위및특혜와관련된이슈에민감합니다. 우리는청소년들의관심사에 대해경청해야합니다. 책임경영교육 (Principles for Responsible Management Education), 유엔아카데믹임팩트 (UN Academic Impact), 청소년 CSR컨퍼런스 (The Youth CSR Conference)와 같은 통찰력을 공유하는 플랫폼은 현재와 미래의 CSR을 이끌어가는데 있어 청소년의 목소리를 증대시킬 것입니다.
7. 한 세기 전 지구는 자립할 수 있는 생태계가 존재하였으나, 오늘날 그 생태계는 사라지고 있습니다. 무책임한 행동의 결과를 다음 몇세대 동안은 충분히 느끼지 못할 수도 있습니다. 우리는 자연을 보호하는데 있어 우리의 역할을 인식해야 하며, 이와 같은 중요한 문제를 다루기 위한 공동 대응을 해야 합니다. 우리는 기업들이 지속가능한 비즈니스 사례의 개발 및 책무성의 증대를 통해 지구의 생존을 확보하는데 있어 리더십을 발휘할 것을 요청합니다.

- The continued and essential importance of collective action and partnerships and the necessity for cross-border and cross-industry cooperation in developing best practices in sustainability, corporate governance, and cultures of integrity within all organizations.

- Ways in which the world is becoming perfectly transparent through the proliferation of social media, mobile technologies, and “big data.” Issues once held quietly now go viral in a nanosecond and lead to demands for change. All decisions are being held to a new standard – the light of day. We call for consensus on the responsible uses of big data, including ways to use it to promote ethical behaviours within organizations.

- That capitalism is on the cusp of extraordinary transformation. A new standard is developing that challenges companies to embrace their responsibility to build cultures of integrity and to treat all stakeholders equally. Corporate culture directly influences business decisions as well as how a company understands sustainability and its accompanying responsibilities. Thus, a deeper understanding of corporate culture is necessary for the successful implementation of the UN Global Compact values and principles. In this regard, we recommend benchmarking surveys on ethical corporate culture.

- Trust is a significant issue facing organizations everywhere. Many government and business leaders are held in disregard because their actions are viewed with cynicism and seen as self-interested. All government and business leaders must increase transparency and be seen as outward-facing, meeting stakeholder needs.

- The private sector plays a central role in efforts to promote economic empowerment of women. Partnering with the UN Global Compact, we encourage women to take a leading role in advancing corporate sustainability and building stronger and more-inclusive economies. This meaningful gateway of experience and knowledge exchange will help leverage women’s economic opportunities and leadership. We call on businesses to embrace the Women’s Empowerment Principles to publicly demonstrate their efforts to advance gender equality in the workplace, marketplace, and community.

- Since 2000, education has been one of the United Nations’ top priorities. In recognizing this, we affirm the importance of disseminating the UN Global Compact values and corporate sustainability to the world’s youth. The youth today are sensitive to issues regarding sustainability, malfeasance, and cronyism. We must be open to listening to their concerns. Platforms to exchange insights, such as the Principles for Responsible Management Education, UN Academic Impact and the Youth CSR Conference, will increase the extent to which their voices will greatly shape CSR now and in the future.

- That one century ago the Earth was a self-sustaining ecosystem. Today, it is dying. The consequences of irresponsible behaviour may not be fully felt for several generations. We all must acknowledge our role in protecting the environment and build collective action to address the most-important issues. We call for the development of sustainable business practices and increased accountability, so businesses can become leaders in ensuring the Earth’s survival.
In closing, we, the participants of the Global CSR Conference 2013, believe that the world is moving towards a sustainable society with long-term vision and goals.
